(3) Any dwelling which because it is dilapidated, unsanitary, unsafe, vermin-infested or lacking in the facilities and equipment required by the housing code of the municipality, has been designated by the department responsible for enforcement of the code as unfit for human habitation. Once a Resolution has been enacted by the Blighted Property Review Committee and the Pottstown Borough Planning Commission declaring property to be blighted, the Pottstown Borough Code Enforcement Office sends notice of the Code Violations to the property owner to rectify the blighted conditions. The Blighted Property Review Committee consists of five members and works in conjunction with the Pottstown Borough Planning Commission to discuss and identify properties that may qualify as blighted pursuant to the provisions of the State Law.

Dilapidated in appearance, negatively affecting the economic well-being of residents and businesses in close proximity, including decreases in property value and loss of business, which the owner has failed to remedy.
